E02 is assumed to be a short lived numbers station, there is very little information on it. The station is briefly mentioned in the Enigma2000 Control list V1.3 and the Conet Project CD booklet. It’s also included in the original ENIGMA ID naming list in ENIGMA newsletter #8.
The most likely explanation is that E02 probably never existed, and ENIGMA 2000 incorrectly ID’d E22 as E02 when they read from the original ENIGMA groups designations. They both have the same name “The Arabic Man” and someone from ENIGMA 2000 wrote E2 instead of E22. The Conet Project booklet designation list is simply of a copy of ENIGMA designations, so that’s why it’s shown there too.
