S11 – Kreska Polish Numbers Station Profile

S11 was a numbers station operated by Polish intelligence.  It was replaced by S11a in early 1994, but was heard again for a short time in August-September of 2002 with training messages.

When S11 was first observed, it strangely never sent any messages.  It raises the question why they would transmit an agent ID for over 2 years (and maybe much longer) and never send an actual message.  Perhaps it was a numbers station intended for a deep cover agent, or special operation.
